The two terms are different, and you can’t control them. You can, however, control the context and the “intent” of your request using these terms. By saying your webmail is not accessible, you are telling Google that you don’t think you can access that webmail. Its not the exact same, but essentially they are the same thing.
For example, if you want to access a certain webmail, you would type its URL in the Google search box. This is the exact same thing as saying you cannt access your webmail by typing the URL in the search box. You are saying that your webmail is not accessible. Google will only consider if it is possible to access that webmail.
